The principal program participants are the resource poor and under privileged community of the society particularly the destitute women, landless poor and members of the religion-ethnic minority community. More specifically they are: (a) The landless poor wage labors.; (b) The poor marginal and small farmers. (c) Destitute women, particularly the widows, divorced and abandoned who are the worst victims of gender biased society. (d) -Members of the economically and culturally backward religion-ethnic minority community specifically the lower castes and out-castes. & (e) -The share croppers and the poor engaged in different professions.
